Are you saying that there are actually such a waffer or are you asking if the is such a waffer?
I don't think either way it's a safe diet plan. It's not good to starve one day and feast the next. It's better to just eat anything you enjoy, but to just eat less of it.

If it's only 9 calories per wafer, and that's all you're eating, then chances are you're putting yourself dangerously below what's recommended for you to eat. (I think it's somewhere are 1500 calories or something like that)...it'll set your back more than it will help you out.

Don't bother - you'll starve and then binge eating more calories anyways.
Best foods to snack on are vegetables! Filling and hardly any calories.
