the best answer is that the definition of a lady or an gentleman is someone who makes others feel comfortable. if you are making someone feel uncomfortable than it would rude.

It's rude because it's unnerving and distracting and people don't like being zoned in upon like that all the time. It messes with their comfort zones and they can't act normally, if you do this staring thing, stop for the sake of sanity of the person you are staring at because he/she probably feels miserable. Not only that, it's just plain creepy to stare at somebody that much. If you want to stare at somebody so much, take a picture and look at that for cryin' out loud.

It depends , sometimes people just view it as rude. Now if you are staring at the opposite sex it might send them a message that you are interested...

It’s not only rude. There are fights because of starring incidents. For goodness sake, don’t stare at people.
