The idea of Reincarnation is about cycles. It's not just a Buddhist thing, it's also Hindu, hence the caste sytem. The idea is that every life cycle we learn and improve. There old souls and there are young souls. I see each and every, every day. Some learn, and some do not. The idea is to reach heaven through a process of education. If you feel like it, once you reach Nirvana you can become a Bhoddisatva, a "Learnéd One" who comes to show others the way. Maybe it's true and maybe it isn't. Why believe in one God, and not another? It's a question of choice and none of it can be proven or disproven. But, let me pose this question. How many times have you met someone with whom you have an instant affinity. Do you understand the why? Have you met before? Myself, I don't believe in reincarnation. I am a Christian, but my university classes and outside interest have lead to thought about other beliefs.
As far as souls go, I'm not sure what other than humans has a soul or doesn't have a souls, assuming that what we have, as humans, is being defined as a soul.
As far as the varied population goes, if reincarnation consists of the total number of souls, then human population would be unimportant, it would only symbolize the number of people at that 'level.' More important would be the total number of soul-bearing organisms. And this could even concievably vary from time to time, if not all souls are immediately placed in a new organism the moment they leave their old body.
Reincarnation does not necessarily mean that you remember an entire old life, either. Even if you did, considering that it would likely be fragmented, memories of being a dinosaur would be very unlikely, indeed.

Whose to say there is not. I believe in it. Read Edgar Cayce's books. Quite interesting. Everybody has opinion about it and no one is right or wrong, it's whatever the individual believes in. There are to many unexplained things in life to ignore. Do you believe you have guides with you? Have you ever had your past life read, if you believe in it? I believe you write your life before you come into this earth. You have lessons to learn. If you don't learn them in this life, your next life will be a little harder because not only do you have your currents life lessons but also your last. What's your life like? You create your own reality!
