I used to do this to a guy. When I did it it was because I thought he was disgusting and was totally embarrassed to speak to him because everyone was making fun of me over him asking me out and stuff.
Sorry to be so blunt, but sometimes honesty is the best policy.

she probably doesnt like you and just doesnt want to hurt your feelings by saying she doesnt like you so shes ignoring you.
