Check the newspaper classifieds. Often there will be Shepherd mixes in the paper that are free to a good home. If you don't mind paying a little bit for a dog, you can find good dogs at the local animal shelter. I got my purebred German Shepherd for $75 there.
If you want to pay a bit more, you can check out the German Shepherd rescue. They often have good and purebred GSDs for under $200. You also might want to check out petfinder.com.
Have you thought about how you are going to pay for food and vet bills if you can't afford to pay for the dog? German Shepherds can be expensive. I spent around $400 on vet bills after I brought my Shepherd home, and she eats $50 in food a month. Not to mention monthly heartworm and flea and tick preventative.

You could either try the animal shelter or the classifieds. Oh btw, saying you live in Jefferson really isn't specific about where you live, there are several Jefferson counties.

Go to the animal shelter and if they don't have one let them know you are looking.I'm from Franklin County and one of my daughters lives in Jefferson.

Why free? Check your local paper or petfinder. A shelter or rescue may charge a fee, but it includes vaccinations and spay and neuter, and usually is less than what you would have to pay to get it done yourself.

p.s. you probably wouldn't want a free German shepherd from a breeder b/c it would be loaded with health problems - most likely hip dysplasia, which would be due to poor breeding. german shepherds are especially prone to this.

try the newpaper..or adopt a pet...jerfferson county is that in Texas ..I know you will have to pay not much..try the adopt a pet..maybe in victoria county
