I get calles like that...its usually from a SIP phone or a Computer based phone call like Skype or yahoo PC call....

did they leave a voice amil, can you dial it back, but yes its from a distant country, not human, probably in human and a foriegn Saudi terroist calling to see if you have their Weapons of Mass Destruction and you can bring them back, now.

Could be possibly someone calling you from Skype. Either by mistake, or maybe not.

dialing this will clear caller ID blocking.
this is probably a phshing exploit
