Open up "my computer"

Locate the drive letter that you are trying to format, then move your mouse to it and click the RIGHT mouse button.

A menu will come up and "format" should be one of them.

Any disk can be formated by doing the following (by any disk i mean floppy, cd (if rewritable), external and internal harddrive, and anything listed in My Computer)

Go to My Computer
Select whatever drive you want to format (most probably floppy) with a right click
Select format
Click Start
Clcik Ok

The format will begin

Double-click on the my computer icon. Highlight the drive you want to format. Right-click. Click on format.
