Technically, for Two, you might be leaving the rubbish in a pile on the floor. For One you must be collecting it, no doubt to put in the garbage.

No they are not the same."Sweeping the rubbish" does not imply that the rubbish was "swept up".If this is a question on an IQ test the answer would be "not the same".

The mean the same thing. I would use the second because 'up' adds no meaning to the sentence.
