I'm not talking handcuffs or duct tape, but can a girl tie a guy up with rope, pantyhose, or belts in a way that he can't get out or does it take too much upper body strength to tie a tight knot? If you speak from experience how did you do it?

Absolutely. It's generally not a problem with knots as those are designed to resist opening. The trick is to use multiple loops around the bound parts in order to compensate for any looseness in the binding material. Three or four should do it.
