Philemon was a man who owned a slave, Onesimus, that ran away. It's Paul's plea that Philemon not treat Onesimus harshly, but see him as a blessing.

A Christian slave owner associated with the congregation at Colossae. His house served as a meeting place for the congregation there. Philemon proved himself to be a source of refreshment to fellow Christians and an example in faith and love. The apostle Paul regarded him as a beloved fellow worker. (Philemon 1, 2, 5-7; compare Colossians 4:9 with Philemon 10-12.) He was obviously a very hospitable man. Philemon 22; compare Acts 16:14, 15. It appears that Philemon became a Christian through Paul’s efforts. (Philemon 19)

Philemon was a Christian of Colosse, a convert of Paul's, a very well-to-do man. A church met in his house, and it seems that he and Paul were intimate friends. It is likely, though not recorded, that Paul visited Colosse during his three stay at Ephesus. (Acts 19)
