I lost 110 lbs by doing the following.
If you want to keep the weight off, you must do it gradually. Between 1-2 lbs a week. Try to cut down on sugars and carbs. Don't cut carbs out completely as we actually need them for energy and brain power. Try to eat protein as that is what your muscles are made of.
You will also need to exercise. Start out slowly if you haven't exercised in a long while then gradually increase it. I also found yoga helped me too.
I had several (5-7) small meals a day. By eating several small meals, you keep your insulin leveI even which helps increase your metabolism. Contrary to popular belief, if you skip meals, your body will start to store anything you eat since it is unsure as to when it's next meal will happen. This will cause you to gain weight, not lose it. By the same logic, if you are constantly feeding your body, it will realize you aren't starving it and won't store more then it actually needs.
I ate plenty of fruits and vegetables, chicken, beef and pork and substitued a protein shake for one meal a day. Drink lots and lots of water as that helps to clease your body.
Once a week, I allowed myself to eat whatever I wanted.

It's a matter of eating in moderation, and not eating for emotional reasons. If you think you want some food for comfort, try finding an herbal tea that gives you a comfort feeling. It will be a better choice!
And food choices! Choose foods that are low in fats and haven't been processed -- a lot of processed foods have extra sugars, fats, and salts added to them, all of which will help pack the pounds on.
Fresh fruit and vegetables. Green salads with simple vinagrette dressings (avoid the ranch and blue cheese: they are *not* your friends).
Make sure that you're eating a balanced diet: fruit and veggies should make up about half your meal; starches (stay away from refined ones if you can) about a quarter of your meal; and protein (meat or vegetal) another quarter.
Serving size: take a look at government health websites to understand what serving sizes should be. Those massive softdrinks they sell at the corner store are enough for a family of six! If you're drinking those, time to switch to water. You're getting empty calories that aren't helping you out at all.
As for your bathing suit... there are some styles that will call more attention to your upper half, and help distract from what you consider the problem area. Have a look online!

Eat foods high in fiber.
Your average calories from fat shouldn't exceed 30%, try for a little less.
Most of all, keep active.
If you buy a good pair of running shoes and clothes that keep you cool, and you run 2 miles per day, 6 days per week(which is very achievable), what you eat will matter alot less.
Good Luck!!.

Eat as many veggies as you want, somewhat limited amounts of fruit. They are lowest in fats. Also, keep drinking water throughout the day so that you feel bloated all the time. And have a small salad or a cup of soup about 15 minutes before meals, so that you will eat less of the meal.

Here's a special idea I heard about through Weight Watchers. Eat tuna, drained, with no mayonaisse or extra ingredients. It's great in protein and will satisfy your hunger. One can will probably satisfy you until the next meal.

Drink a glass of water before each meal. Drink another glass of water with your meal.
Eat veggies and fruits, lots of fiber and protein. No fats, no junk food.
Exercise every day for at least 30 minutes. Break it down in 10 minute increments or 2 15 minute sessions.

Fruits & Vegetables of course. Don't forget you whole grains, low fat dairy, and lean meats. Spicy food like chili is suppose to speed up your metabolism. Remember to drink lots of water and exercise daily. That should help..Good luck (:
