Not necessarily... if the town in which the fight occurs has a leash law, then the owners are responsibile for footing their own vet bills... reporting such an incident will only get the owners fined... live learn and buy a darn leash!

In my opinion it is the fault of the owners, not the dogs. Dogs do what dogs do, and it is up to the humans to keep them safe - that is why there are leash laws. In a dog's world, there is no such thing as neutral territory; it's either "mine" or "yours".
While my dog is good at home off leash, I don't trust her off leash anywhere else. It's not because she's "bad", it's because I don't want to see her get injured by another dog, or run in front of a car. A leash is a way to help protect the dog.

Depends, if you were at a dog park, no one. When you take your dog to a dog park it is a risk you assume. If you were out on a walk both of you. Most cities have a leash law to avoid such issues.

It would not be either of the dogs fault. It would be the owners of both dogs. They were irresponsible pet owners and should have not put either dog in that kind of situation.

Animal lover is correct. Both owners are liable. Dogs will do what dogs will do and it is the owners that are supposed to be able to control them at all times.

depends on the area laws and oridance, such as in the city, both owners would get a huge fine b/c of leash laws

I would guess that they will blame whichever is alive by the end of the fight. They will say he was too aggressive because he was picking on a weaker dog.
