Yes, in certain states, a pharmacist can write prescriptions. Normally, this is done on protocol.
About 15 different professions have some kind of prescriptive authority in Illinois. The major ones are DDS, MD, DO, nurse practioner, physician assistant, and podiatrist.
Illinois currently does not allow pharmacist prescriptive authority; more or less because the medical society always manages to kill the bill.

A pharmacist cannot write a prescription legally.
I work at a hospital and I know they can take what is called (verbal orders) and write it down as per MD but not on their own.

No, (s)he can only fill them. The only people licensed to write prescriptions are physicians and nurse practitioners. (Dentists, who are a special type of physician, may also write them.)
