In Iraq with the Army I spoke to different people from the Marines, Air Force and Navy. We may make jokes about one or the other but we are all on the same side and had no problems getting along, so yes we are brothers in arms.

It is usually with in the same branch. I was in the Army and still consider anyone in the armed forces my brother. After all we do have the same Uncle Sam.
