This is a question that only a vet can answer properly because there are so many possibilities -- everything from parvo to allergies. Without a full workup, it's not possible to say.
If it were my puppy, I'd take her to the vet and have her checked out right away. It'll be worth the cost of the appointment, if for no other reason than to reassure you.

Take her to the vet immediately. If she is scratching around her ears it could be ear mites. But a lot of german shepherds get a skin disease that is curable with special shampoos and medicines. As for not eating it could be a sign of parvo. Make sure she is drinking plenty of water.

Is she up to date with her vaccinations? I would take her to the vet for a check up. She should be bouncing around the house at 10 weeks!!

Sounds like worms or parvo virus to me. Get her to the vet quick . If its parvo it can kill fast.
