First, you need to understand that we haven't "allowed" anything as much as stumbled over our own big feet. Estonian's have just shown themselves to be more innovative and faster moving than we are in the West in many areas. They are in fact one of the fastest growing economies in Europe.
Our main problem is Big Business. Many cities have tried to startup free wireless nets only to be taken to court by the telcos and ISPs claiming infringement on their territory. They say legal agreements and bandwidth ownership does not allow cities to provide such service, free or otherwise. The real reason is, of course that the telcos and ISPs want to make a big profits on such a "net", but haven't moved much to get it done.
The end result is big business slowing advancement to protect their profits and is, unfortunately, something that isn't going to go away. It is to their benefit that Estonians don't have such a bureaucracy impeding their growth.

If you're so ignorant as to believe that the West "allowed" Estonia to become one of the first successful WiFi nations then there's no hope for you. Estonians take in all they can and make it better for themselves. Here's and Excerpt from an article on BBC News.

Because Estonia isn't tied to purely capitalist solutions for everything? Because they actually use government effectively? Because they're already the most computer literate country in Eastern Europe? Because they tend to be smarter and more cooperative, culturally speaking? Because 1000 years of invaders killed off the stupid ones and everyone can handle a computer, more or less?

I don't understand this 'we allowed them...' bit. Surely it's up to them if they go WiFi, and fu*ck-all to do with us. If we want to hang onto a variety of older technologies mixed in with the newer ones, then that's our lookout.
Does it really matter if they have gone WiFi, or not? It certainly won't be keeping me awake tonight. I couldn't give a rat's arrrse.

They can probably afford to do it because of a much smaller population, much smaller country, and they probably have a very different economy to us here in the UK. Our defence budget is probably more than their entire GNP (or whatever the correct term is).

Maybe because it's a small country and they didn't have to erect
many towers or lay that many miles of cable or pay for a
