It's fine to rinse with peroxide. You might like it better if you cut it with water 50% and it is still beneficial if you do that.

Hydrogen peroxide will kill the bacteria in your mouth and make it foam as though you were a mad dog. I do not believe it comes into contact with your teeth long enough for it to really make a difference whitening them. Usually they keep the whitening strips in the mouth for overnight.
Remember, though, that things in your mouth that are kept there too long, can be absorbed directly to the bloodstream going in to the heart. I don't think it would be worthwhile to try to keep peroxide in your mouth for that long of a time.

Along with regular brushing, I used to dip my toothbrush in peroxide and brush my teeth to whiten them. But it didn't give me as noticeable results as other whitening methods. I've heard from people that peroxide is good for your gums and I've also heard it could cause them to recede. If you want to whiten your teeth, try using Crest Whitestrips (make sure you get the brand-name ones). The cheapest box works just as good as the most expensive it just doesn't work as quickly.

Yes it can harm the tongue actually. It causes what they call black hairy tongue. You need to watch the amt of use and the quantity. This is not a good way to whiten teeth. I'm a hygienist and would advise on whitening toothpastes or make an appt w/your dentist for a safe, adequate, and quick whitening. Over the counter whiteners can be abrasive harming the enamel or may cause sensitivity to the teeth and in long term may weaken the enamel causing rapid decay.

Diluted peroxide. It helps kill bacteria and keeps gums healthy. Rinse very well afterwards. You do not want to swallow any of it.
