Well it's not just Bush. Many people didn't like Clinton either.
As someone who voted for Bush, I can tell you why I criticize him. He doesn't give diplomacy a chance--or enough of a chance. He doesn't seem to compromise at all. Sometimes this is good but not always.
He isn't terribly bright considering he is the most powerful man on the planet. I think he is susceptible to influence of others that may not be in the best interest of this country.
He has some positives too, but you asked why isn't he liked.

Some just don't like him because they want to believe in conspiracy theory's and all that BS. Bush didn't do a good job of explaining his reasons for the war in Iraq which made him look bad even though he did what had to be done. And some people call him a "liar" when the reality is he was just wrong, which is different from purposely misleading the country. Its funny because some of the people supported Clinton but not Bush. Clinton lied under oath and let Bin Laden get away, but made sure to bomb a pharmaceuticals factory.

Do you like the Devil?
The problem with Bush is...he is percieved and seen as an idiot...and a Devil.... meaning 'well'....but doing things without thought or planning.....and hence getting it all wrong!
If US get rid of the VP dick.....and put a moderate & intelligent muslim in his place....then the US Presidency may recover some sanity........ and gain some respect.

I'm going to ignore his foreign policies and instead talk about his domestic failures.
Under him Social Security benefits have been cut. His Prescription Drug program has increased the out of pocket costs instead of decreasing them. His No Child Left Behind program is a sham and is hurting instead of helping the education system. The schools he trotted out out as being shining success stories, instead, have been shown to doctor their records. Instead of being the great examples of how his program worked, they were actually worst than the schools he compared them to.
His tax "cuts" are responsible for half of the deficit. 9/11 is only responible for one-third. They increased the length of the recession by as much as 18 months. (These statements are median statements. I've seen reports that place his tax cuts anwhere between 40-60% of the deficit. 9/11 between 20-40%. But all agree that his tax "cuts" are the biggest contributor to the deficit.)

I think president Bush is a really good people-person, but I don't think he's a leader of the people.

Because he swore on the Bible (twice) before God and the entire country that he would honor the US Constitution, and he has violated that. (See NSA Spying, lying about WMD, torture of detainees, Jack Abramoff, etc.)

He stands for many things that are in opposition to my own beliefs, and he sends a bad image to other countries about how we as a nation deal with our problems, and with other nations.
