My kids go to school out of state. I live in MN. One is in Boston, MA and the other is in Oregon. They are 20 and 21. I only have one car. They will not be driving or home over the summer. Geico won't let me cancel them off my policy. Why not?

Geico will not let you take them off as they are college students who still use your address as a primary address. Their school locations are temporary address and until they officially have their own apartments and stop using your address as a primary address, Geico will not let you take them off.
You could switch Insurance co's and not list your kids.

Off at school is not enough to take them off the policy. They will only delete them if they have their own vehicles and insurance. If there's even a chance that they will drive your car, they will leave them on.

Health insurance is the same way. As long as your kids are in college, they are considered as being dependent on you. Look on the bright side, you can claim them on your income tax return.

B.S. Call them and TELL them to remove them or you will remove yourself.
