Some people do say that when a person is in there last hours of this earth that they do see alot of things like family and that, that have passed over to the other side before them.
Some people also say that if a person dreams of the death or see's a dead person in there dream that they are also seeing the birth of a child in there family very soon.
I have never been 100% on either of these views.

The chemical changes at or around death can trigger many recalled thoughts. I am sure your mom is picking up memories in her dreams.
People have dreams of loved ones many times not because they are dieing. I doubt this was her deceased brother. Though a vision of him in her dreams is reality.
When the brain goes through chemical changes, a smell or a sound or a comment or a taste can recall a happening in childhood or just the other day. Though usually this happens to every one anyway. Only more subconsciously.
When people have gone to heaven & was brought back to life, they have seen loved ones up there at heavens gates. So, I believe when they are spiritually up there, is when they actually see their deceased loved ones.
On earth it could be familiar spirits and you wouldn't want to converse with those entities.

Dreaming of dead relative is often a sign of warning about getting closer to the livings. Perhaps there are some relatives that you should contact or get back to. By projecting a deceased relative is like giving your warning about them, that you don't want to miss the opportunities to talk or communicate with them. This is from your subconscious mind

Well, I was told that when you dream your relatives they are just spirits coming to visit you.
I dream-pt my grandmother about a month or so before I lost my Mother last year. But she warned me of a condition I have turning worst.
What I personally believe is that when people are sick and feel they are next to death. They may start to think of deceased loved ones to comfort them for their journey. Weather it takes place or not. The mind just comforts us.
Have faith and say your prayers. Keep confidence in God, because your mom will also respond to how you act around her.

It doesn't necessarily mean she is passing over, her brother could be visiting her to tell her it isn't her time yet.
Right after my little sister died, she stood at the foot of my bed to tell me to watch over her children...my Dad came to comfort me when I was in awful pain....sometimes I smell baby powder in my house (I don't have any in the house), Dad used it for 4 or 5 years before he died.
Or, it could be her brother could be reassuring her that things will be alright, that he and others are waiting for her. Under no circumstances would he be there to cause her further pain.
I have been clinically dead 3 times, relatives I'd forgotten about were far in the distance, but other hands waved me back - I heard voices saying I had to go back, it wasn't my time. That was just one of 3 very different experiences. Don't worry, her brother only brings love.

me myself beleive that the spirit never dies and when time comes for us to pass on into another reality we become more in tune with where we are heading. Also on a note for us that are not leaving this realm I believe as long as there is a memory of the deceased there is a small part of that spirit that somhow joins in with ours and lives forever and is passed on the the future.

its not like this. some dreams have opposite meanings. this kind of dream is always interpreted as a sign of "long life" or "cure"

it can be true that they come when someone is about to pass .... but not always
spirit also come to give healing and love at times of need
