Does a girl like you if she turns around, looks into your eyes for like 3 seconds, then turns away looking shy.
Also, I notice when you walk near a girl at a party, she and her friends start to look nervous. Like they give me a quick glance then start to play with their hair.
Not being vain, but I get this quite often and it feels awkward.

Oh, and there was this one girl who kept staring at me when we were waiting at the stairs to do this dance thingy. I didn't know her but I saw her staring from the corner of my eye. LOL!

I would say they would like to know you better, but are just too shy to make the first moves. Therefore, it may be up to you to start a conversation. Just say "Hi! Don't we have the same English class?" or words to that effect. Just get a conversation going, and then the next time they see you, they won't be hesitant to start talking to you. As for the girl with her friends, there's an old expression about safety in numbers. But it's still the same shyness that keeps them fiddling with their hair instead of acting sociable. As girls mature, they will eventually get over that shyness and traveling in packs. Just be patient. One of these days you'll be fighting them off. Trust me!
