Use a small print. Find a group shot to snip the picture out of, or print one out yourself, making sure to set your picture size before you do. Your picture size should be just a little bigger than your locket size, of course.

You need a very small print to do this. Usually these prints are a head shot or bust shot. As you try to fit more into the picture, the less you'll be able to distinguish the features in the print.

Using a face off a wallet sized print usually works quite well. You may have to go to a local printer and get a smaller print and then cut it out so that it fits in the pendant.

The photo will probably need to be cropped and copied to fit the locket. Take the photo and locket to your favorite photo lab to have the work done there...and be sure to call ahead to check the price. Don't forget to ask if they will put the photo in the locket for you.

Trace the heart shape on a piece of paper, then trace that onto your picture where you want to cut it. Then cut it and place it in your locket.
