reading is one... observing, analyzing, experimenting.... but the most important thing is to understand it's message, it's reason... to comprehend and learn it inside out.

when reading a fact, absorb it's value, realize it's validity, questions it's significance. to find a reason, observe both qualities and quantitiy, the weigh of its matter, the behaviors. to know, seek what others deem impossible. to develop, hone your inner skill, that inate part that seems sleeping in the gallows.

the most effective is to grow from within, to form a reason of what you think is valid, develop a reason for it and to know the pretensions it hides. intelligence may elude you, seeking one is not the answer. developing it is....

I don't know that it could make you more intelligent... Provided you are reading well written books, however, it should help you to be more articulate, have better grammar, and probably better comprehension. Most books that have any research put into them would also give you a broader knowledge base.

Unless you are choosing to read Harlequin romances or something equally dim, it certainly wouldn't hurt you.

it depends on what you read. Reading love stories will not teach you anything, reading a science book will.
