I've worked in colleges all my adult life, and most courses are the same, whether they are part time or full time, it obviously just means, that a part time course might take two years to complete, rather than one year for a full time course. The other element of part time and full time courses are that sometimes a part time course might only offer a few modules or units towards a certificate, as where the full time course will cover all units for a full certificate. (Units and modules etc, might not apply to an acting course)

No. Acting is a practical vocation. Perfecting your craft requires commitment and dedication - but also a lot of feedback and advice from a committed faculty. Obviously individual talent comes into play to a large degree - but if you take 2 equally committed students with equal talent and put one in a full time course at college A and the other in a part time course at the same institution then clearly the full time student who attends more classes in voice, movement, theatrical styles, basic technique etc. is going to have a better polished craft at the end of their course. I'd go for a full time accredited course every time if I were you.

If you put as much effort into it there is every reason that it can be as good if not better. With part time there is quite often a higher degree of motivation.
