I don't know. There could be lots of reasons.

But I do know that my younger child is 15 months, and she alternates between total joy and utter frustration for most of the day. And when she's frustrated, she screams.

Why is she frustrated? Because her capacity for understanding exceeds her capacity for expression. She's desperate to talk so that people can understand her. She's frustrated because her ambitions exceed her abilities. She can see the high up place she wants to climb to, or she knows how fast she wants to run, or where she wants to throw the ball, and she just can't make it happen for herself. She's frustrated because she wants autonomy, but she doesn't have any impulse control or experience to draw on, and so she has to be protected (i.e. taken off the arm of the sofa, or moved away from the hot stove) and she hates it. She's frustrated because her big sister bosses her and picks on her and she can't WAIT until she's big enough to dish it back.

So...there's a lot of screaming at our house, but it's not because anything sinister is going on.

It will quiet down, a little anyway, when she can talk better.

you can never know for sure. But if you feel like something might be wrong you can call the police and they can do a welfare check. My husband is a cop and that is a regular call. They are more than happy to do welfare checks than have something bad happen that could have been avoided. Do not feel bed about doing this. Also you can remain anonymous. Its better to be safe than sorry. My opinion is at one years old this baby is not getting taken care of. Baby's cry when they need something and if this is a all the time thing, I would think that neglect might be the case. but it might just be a colicky baby.

lol am i your neighbor? my kid screams all the time, but its cause he throws little tantrums, he just started yelling louder when i dont pick him up but he is a 13 months old and i am 7 months pregnant! All i can say is understand your neighbor... unless the kid has bruises or something like that

could be a range of things from colic to growing pains or teething as ur neighbour if everything is ok and if its not suggest a visit to a early childhood centre as they give great advice

Babies scream. Sometimes it's because they are hungry, poopy, sleepy or scared. Sometimes they have Colic.

Because that is what babies do they cannot communicate anyother way.
