1 Cor 13:8 says they will cease, but it's unclear when.

The passage you mention 1 Cor 13:8 is part of the eulogy of love. Paul does not intend that there will come a time when the gift of tongues will cease. What he intends is that it is a temporal faculty - i.e. lasting only while it is exercised. When someone is speaking in tongues they cannot actually continue indefinitely. However love (especially the love of Christ) permeates the life of people more intimately in a way that all actions are the fruit of that love. In the end love is what marks a true Christian.

are they actually speaking in coherent languages that they did not have any capability to speak before?
or are they speaking in gibberish which has no meaning?

The Bible example shows that speaking in tongues was in specific languages with the result that 3000 people heard the message of the good news, received it and were baptized. are there any persons speaking in tongues today that fit the Bible account?
Acts2:2 Now while the day of the [festival of] Pentecost was in progress they were all together at the same place, 2 and suddenly there occurred from heaven a noise just like that of a rushing stiff breeze, and it filled the whole house in which they were sitting. 3 And tongues as if of fire became visible to them and were distributed about, and one sat upon each one of them, 4 and they all became filled with holy spirit and started to speak with different tongues, just as the spirit was granting them to make utterance.

When that which is perfect has come. As someone else said in an answer, it is speaking and understanding in languages. It was to spread the Word of God. The Bible being the perfect Word of God. We no longer need people speaking in tongues because the Bible is complete. Nothing else will be added to it or taken away. As to people speaking today. What are they saying, one needs an interpreter, but here again nothing else will be told that is not in the Bible.

The gift of tongues that happened during Pentacost was people speaking REAL LANGUAGES that they didn't know. The "tongues" I have seen were people babbling - not a real language at all. I think people want so badly to believe, that they subconsciously make that crap up.

If God wants you to communicate with someone who doesn't speak your language, He'll make it happen. With the technology available today, it really isn't necessary, is it?

Well, my psy professor said that it is caused by the instant and out of control firing off of the neurons responsible for language. If you think about it, people with Tourettes syndrome do a simalar thing when the spout out senseless words and sounds.

The gift did not cease. It may be misused. The gift is not for gibberish. There are many cases of missionaries using this gift.

that is correct, as long as people believe and in truth speak to god I dont believe it will be in our lifetime .. keep the faith
