not exactly. to the orthodox, you are only considered Jewish if your mother is Jewish. You are considered Jewish if you convert, but it matters what you convert to. If you decided to Reform, the orhodox will not reconize you being Jewish, but if you become Conservative or Orthodox, you will be considered Jewish to everyone.

Well if you are not born to Jewish parents then you cannot be a Jew. However you can take part in the Jewish faith.

My sister in law converted to Judaism so that children born to her and her husband(he is Jewish) would be considered legally and spiritually Jewish.

for the extremely orthodox traditional jews, yes. for the conservatice and reformed jews no. traditionally, you are a true jew if you are born of a jewish mother.
