I am on a tight grocery budget. I actually sit down and create a menu for the week of what I would like to cook and create my shopping list from that. I usually add 2 or 3 easy things like items for a chef salad or sandwiches for the days I may feel bad, just don't feel like cooking or if an emergency happens and I have to do something really quick. As far as the two year old. A good healthy breakfast, mid morning snack of fruit or whatever they like, usually I fed mine whatever they liked for lunch. Spaghettio's, Ravioli, Mac and cheese. Then an afternoon snack, something that will not ruin their dinner. Then I always cooked a nice healthy dinner for the family. They make great fruit snacks for little ones. I usually gave mine a healthy snack at any time should they ask for one.

No answer on the 2 year old, as long as he's eating regularly and enough.

For the groceries, buy in bulk when you can- if you have the storage for it. One of the best tools in the world for deciding what to buy is the old-fashioned grocery list.
