Yet why would Saul believe the demon coming out of the Earth was Samuel? Why did the come out of the Earth and not from Heaven?
1 Samuel 28
13. And the king said unto her, Be not afraid: for what sawest thou? And the woman said unto Saul, I saw gods ascending out of the earth.
14. And he said unto her, What form is he of? And she said, An old man cometh up; and he is covered with a mantle. And Saul perceived that it was Samuel, and he stooped with his face to the ground, and bowed himself.

The Witch of Endor summoned a demon that "assumed" the position and authority of Saul. It was NOT Saul and Saul was cursed by God for even ATTEMPTING THIS EVENT. God himself sent down the law, "Thou shalt NOT suffer a witch to live." And here was Saul sacrificing and eating with her. SACRIFICING WITH HER. The Spritual ruler of Israel corrupting himself with a witch and listening to the advice of a demon. It was soon after that God "abandoned him" to death and he died in battle, thus leaving the way open for David to become King.
Christ is the "firstborn" of all creation, the first created, the first raised from the dead, etc. (Col. 1:18) So we see here that Saul could NOT have been "brought" back, unless Christ was 2nd.

SAMUEL AND SAUL
They wanted a king to replace Judge Samuel so old,
The LORD warned them against it, yes, he foretold,
It would be a mistake, but he had chosen king Saul,
He was handsome, of Benjamin tribe and very tall.
The LORD rejected Saul who would break any law,
He rushed head strong causing Samuel to be awed,
So Samuel mourned as Saul displeased the LORD,
Samuel anointed David, of Judah tribe as a reward.
Saul was plagued by an evil spirit within his realm,
David played the harp music to charm Saul to calm,
He stayed mad at David and was vicious as if at war,
David was gentle, he shunned Saul warding off harm.
God's anointed was a person to be left untouched,
And Saul had Jonathan who loved David very much,
They were friends as close as brothers ever tough,
Saul's hatred for David made their lives very rough.
Then Samuel died and the whole territory mourned,
Saul became even worse, sought the witch of Endor,
For help he no longer had from Samuel or the LORD,
Saul and his three sons died, in war at Mount Gilboa.
Now David is anointed by the head men to be king,
A man of war in all the land, all the years for him,
He can't build God a temple in Judah for his name,
But he collects everything so his Son Solomon can.
David dies and Solomon reigns over a peaceful land,
In seven years there is a temple for God's holy name,
Solomon is very wise and does good to the very end,
From old age he turns away from his God as a friend.
When I do a study, I put it into a Poem to refresh my memory.
Paul knew the witch would contact a spirit medium [ demon].
Guess he thought something was better than nothing as he
was just a common ordinary man and all should see that.

I think that the woman was a faker who pretended like she saw visions. However, she became afraid in this instance because she really did see a vision. I think that God allowed Samuel to really show himself in this vision as a sign to Saul. As far as coming out of the earth is concerned, people who died in those days who believed in the promis of the Messiah went to a place called "the bosom of Abraham" instead of Heaven. Jesus went to that place after his death to preach to the faithful and offer them salvation.

First you have to understand heaven and hell
Next you have to understand what the powers of Satan are
Yes it was Samuel!
The witch, had been given the authority by Satan to command!
Know this Samuel was not perfect to stand before the Lord, and there for was not in heaven, he was in the lap of Abraham, the near side of Hell, It was not until the death of Christ when HE went to HELL that Samuel and others went to heaven!
Satan has power over all of hell, and can give that authority to others
