Reason 1: Some people take advantage of getting stuck at a red light to do something such as retune the radio or drink coffee. When the light changes they aren't ready for it because they were otherwise distracted.
Reason 2: The person in front of you may be driving a stick shift. Depending upon the vehicle and the skill of the person driving, it may take a few seconds to get the car moving.
Reason 3: The person is particularly cautious. There is one intersection that I never go through without waiting. Why? It's known that a lot of people run that particular red light and I want to be certain that they intend to stop before I pull out.

There are multiple reasons why.
Some people may have slower reflexes. These usually involve the older drivers out there.
I don't go immediately on green because there are idiots on the road who drive through red lights. I know of someone who used to go as soon as the light turned green. One day a car went through a red light and slammed into his car, killing his daughter who was sitting in the passenger side.
Then there are other people are in their own world or busy doing something else so they don't go on green. Then if you honk at them, they give you some "lovely" hand gesture.

LOL.. we'll there are always those flakes who don't notice it's green... but usually its because each car is trying to build their momentum and get their speed back up from being stopped and if youre in the back of a line at the light it may seem like you arent moving forever, but everyone else in front of you is just getting going one at a time.

Because they don't give a f***! What's the point anyway; it'll all be over one day, and it won't really matter that they pissed you off for not going when the light turns green. Perhaps, they've got more important things to worry about than not upsetting you. If they're just sitting there, (and you weren't so f***'n close- you could just go around (LOL)!

Depends on how long they wait. When I am at light and it turns green I might wait a second or two to be ABSOLUTELY SURE
that nobody is going to try to blow through that light. I want to be sure that everybody else is in compliance.
I don't just step on the gas and go.
Still have to look first.
You trust other people to be in compliance?

Because people are stupid idiots that need to pay attention to what there doing and not be trying to do other things when there driving. People like this need to not have a license.

I would say most of the time they are looking at something else. e.g. Somebody interesting walking on the street, Looking for snacks in the compartment, Try to select a radio station, Skipping to the next favourite song on the iPod...etc.

Too many distractions.
Some people don't think clearly when they get in to drive because when they sit down it puts a lot of pressure on their brain.
