2. It is very cold there in the winter....who wants to commit a crime in subzero weather?
3. The country is more socialistic than the U.S. which means that it tolerates more "illicit" activity than the U.S.....which translates in to less "crimes" committed because somethings aren't a crime there.

not alot of black people (however its on the rise in toronto which is why toronto ahs the most crime) and the black people that do live in Canada recieve higher welfare payments then what the US would pay them.
