It's because of the shape of the cookie. It makes the cookie look fun to eat. Especially to a young kid.

The old Barnum style crackers were shaped in the form of some animals & called a cracker, probably because they do not have a lot of sugar in them. I hope this helps...

its a pun on crackers - meaning slightly silly or funny or insane
Animal shapes on a cookie/biscuit were amusing and fun so they were called animal crackers
