Windows Movie Maker has a good bit of audio tweakage. You should be able to find it on microsoft.com. I imagine it would be free. Try it.

The only one I know of is Motorola software. Made by BVRP.

I downloaded it an age ago, and I'm trying to find it again!

Motorola Phone Tools, has the options to cut, edit, fade in/out add effects like reverb, save as wav/midi/mp3

go to www.magix.com and download the demo for Samplitude. I'm not sure if it will work without other Magix programs, but it's worth trying.
