If you have MS office installed, then Microsoft photo editor would be a good start. office 2003 comes with another software called Picture manager. Both of them are very basic and if you need something more advanced then you can use Adobe Photoshop.

Any art program would work really, but if you were looking for finer editing programs i'd reccomend an Adobe Photoshop. There are many different types, just choose the one you want based on what you intend to use it for.

Use Picasa http://picasa.google.com/ to import photos from your camera and organize them.
Use paintdotnet for editing photos... http://www.getpaint.net/index.html
