It can try to overrule in pretty much anything, depending on the culture and the era.
However, as much as people may try to control other peoples' behavior, they can never control the choice to serve God or worship of him. That is always between a person and God.

Who decides what social good is? If you ask any poor person if all the rich should be killed and their money distributed, they will probably think that thats a good idea. But what would society be like after the money was gone? Everyone would be poor, again. And rebuilding wealth would be impossible because the ideas and brains and innovators are all dead.
