You cant create a recovery disk. They come with the computer when you purchased it. If you dont have one the best way to solve this is to go out and spend 80 dollars on a Windows XP disk to use as a recovery disk.

Pre Installed on computer/lap top
start the computer open windows explorer click on tools on the menu bar at the top/folder options/view/select show hidden files/untickbox hide protected operating system files/also tick show hidden files and folders, you will see the hidden folders on your system then look for a folder in windows named options or preinstall if you have this open the folder and click on thesetup.exe file windows will then reinstall itself at the instalation screen when it reboots pick repair windows leave file system as it is this will re install windows but leave your files as they are on the computer you will still need your serial number to re install you will only loose any updates that you installed
NOT Preinstalled
Use xp disk as you would to do a normal install at the instalation screenpick repair windows leave file system as it is this will re install windows but leave your files as they are on the computer
all that will not be available are any updates that you installed due to your windows being back to its original install DONOT pick the change filesystem or your drive will be auto formatted that is a clean install that destoys all on the hard drive you will still need your serial number to reinstall

What version of Windows are you using? You can with all Windows versions however, the way to do it differs with each version!

If you use a Compaq/HP they have a program on the start menu, it must be WindowsXP though.

the best way is CLONE DISK http://farstone.com and use a DVD burner,,,but it will use cds also
