I think they put that there so you don't just take the cap off and pour it into your eyes.

In case a bit gets into your eyes, it will not cause a major irritation, so it will not be harmful. That's why it's called "no tears"
However, it is not supposed to stay in the eyes, as prolonged contact may cause damage
It is the same for many products- for example, dish detergent is usually OK for your hands and will not cause major damage, but if you let your hands soak in it for a long time, the soap will deteriorate your skin

i use baby shampoo on both my children and it says no more tears but my son is always telling me it stings his eyes.
not sure why they say its safe when you have to wash it out imedietley

The PH levels in childrens shampoo's are not as strong as the one's in adults shampoos. Although they are only very mild, they can still cause irritation to a childs eyes hence the advice from the manufactors.

There is an ingredient in child shampoo that's formaldehyde. Look up the ingredient QUANTERNIUM-15 , you'll be shocked what all else this chemical is in.

it means that the soap is not irritating enough to cause tear..
but sure can be toxic to the baby if enough is absorved
so try to wipe off *** much as possible

it means that if your washing there hair and a little gets in there eyes it they should be fine....now if you kid is playing with the soap and wipes it in there eyes then yes it will burn and you need to rinse it asap

It's got a lot of glycerine in it so it doesn't sting the eyes, but it can still be harmful if it's not rinsed out.

it doesn't sting but it still could do damage to the kids sight if it's left in the eyes for too long.

it is more gentle for the eye and less irritating than ordinary shampoo...but i guess its better to rinse it off properly
