Don't you love it when God plays Hide and Seek? Just to mess with people's minds. I too had a great deal of difficulty embracing the idea of God even as a kid. No matter what people said to me, or how many times I read the Bible, I never felt any connection to anything that could be called "the divine". It simply didn't exist for me. I felt no inspiration, no wonderous joy at either the notion of God or God's "Word". It all sounded like fairy tales to me. When I was old enough to do real research, I found out that "fairy tales" descibed the stories of God quite well.
Christians make up a lot of excuses as to how that could be: You're not humble enough, God isn't ready for you, you aren't ready for God, you aren't REALLY trying, etc... They somehow cannot imagine that something so central to their lives doesn't exist for others.

I'm wondering about the specifics of him trying to let God in his life. What does he mean when he says it doesn't work out, or it hasn't happened? Humans have freedom to choose, and if they choose God he doesn't just ignore them. However, God will not be controlled by humans. Is this an instance where he wanted God to act in a specific way and God didn't just jump? When God gets his fingers into a human life, it has to be on God's terms, not ours.

Maybe he doesn't feel the closest to God because he can't see him. So people have a hard time getting to know God for that reason. Try to keep him going. If you keeping studing God's word and drawing close to him he will let you find him.

because he's getting to know God on a world's view level... he needs to try and make it more personal. That is a true relationship with Christ. I had the same problem until I just took the time to talk to God as a regular one-on-one and asked Him to show me how.

Encourage him to pray to receive Christ Jesus as Lord and Savior of His life and make Him Lord and Savior of his life. Encourage him to grow in his relationship with Jesus Christ by spending time in God's Word every day and in prayer. Then, he will definitely experience God's love and plan for his life.

According to the Bible, we don't need to "accept Jesus" - He needs to accept us. All haved sinned and fallen short of God's glory (we have all broken the 10 commandments; God's standard of righteousness). However, God loved us so much He sent Jesus to pay the penalty for our sins. We receive Christ when we REPENT and TRUST Him to save us from our sins. You can't "try hard" to please God. Only by repenting (turning from sin, and living for God) and trusting Christ as savior is one truly converted.

Has he gone to God in humility and asked for God's mercy through his Son?
Among the few people I know who have told me that they could not reach God and who were willing to share with me what they did and didn't do, it became clear that they were going to God in pride, making demands of him or else "challenging" him to prove himself and so forth.
God opposes the proud. So it is possible--though I don't know your friend's circumstances, obviously--that he is asking in pride.
If he is asking in humility, sometimes God will postpone revealing himself to people for various reasons. For me, it was--I believe--a "backlog" of blasphemy and pride. That is, I had denounced God so vehemently that when I went finally to him in faith, it seemed his response was, "If you have faith, it will outlast my silence." I persevered, and eventually was granted knowledge of God.
In other words, sometimes God lets you wait in order that you develop patience and more humility.
All manner of people CAN love God. I haven't met any yet that were incapable--just those that thought themselves incapable, or those who had turned away because their desires to know God were not fulfilled in the way and time frame that THEY wanted them fulfilled in.
