When doing the dishes, wear rubber gloves. For that matter any time your hands come in contact with water (other than washing up and swimming), such as washing the car, cleaning the house, etc. wear rubber gloves.
Get some hand lotion, and apply liberally at night and wear cotton gloves to bed. Your hands will become softer.

You either have dandruff which is a fungal infection, dry scalp or a skin condition like psoriasis or eczema. Dandruff is caused by fungal spores multiplying in warm moist condtions. It's quite common amongst people with lots of hair that don't dry their hair completely or let it dry naturally. The scalp is fairly oily and when you scratch your scalp thicker lumps of oily skin are under your nails. There will be a smell when you first put your head under hot water, and you may feel slightly irritated. If these are your symptoms you need to get a professional dandruff shampoo- one that contains zinc pyrithone is particularly effective. If your scalp flakes when you rub it with the soft pads of your fingers, and occasionally feels slighlt tight you have a dry scalp. You need to drink plenty of fluids, use gentle wet products, avoid blasting your scalp with a red hot dryer held 4 inches from it and when in centrally heated or air conditioned atmosphere try to ensure there is enough moisture in the air- a vase of flowers allows for water evaporation. Psoriasis or eczema often feels raw, irritated or tight, and becomes worse the more you scratch it. Topical applications for the doctor are available but bewarem of coal tar preparations as they can eventually dry the area out more. Good luck
