That should not be an issue. For someone else to finger a 13-year old however, is less innocent.

I don't think it's a bad thing but if she is fingering herself now she will probably want to have sex at a young age too.

It's better to take care of yourself than to be having sex so young... You shouldn't have to rely on a guy to give you those feelings, especially at 13. Kudos, girl.

Yes, it may relieve tension in other parts of her life. Also, it may reduce the need for sexual activity with other people. This restraint will result in less chance of teenage pregnancy and stds.

Well it depends who you ask. At 13 most people start to experiment. I don't see nothing wrong with it unless you are religious.

There are much worse things you could do, so I don't see why not. It's harmless enough. Just wash your hands before and after.
