This is an illusion. Hair growth rates are relatively constant, affected only by your hormonal cycles, ambient temperature, humidity and your nutrition.
A day's hair growth after you shaved is a big percent change over 0, but as the hair gets longer you are less able to notice the difference.
You can see a change of 0 to 0.8mm easier than you could notice a change of 100.0 mm to 100.8 mm.
The shape of the end of the hair, i.e. Tapered vs blunt, may also contribute to the illusion you are referring to.

From personal experience, I have always shaved my lower legs but never my upper legs. The hair on my lower legs gets really dark and thick if I don't shave, but since I've never done my upper legs it is not even noticeable and I'm of Italian descent. So, I would think that shaving does cause your hair to be thicker.

bgirl is correct, it does not make the hair grow thicker and faster, it only seems thicker because it is stubbley and if you let it grow longer, it will get finer. If it was true that it grows back thicker every time you shave, the world would be full of guys with monkey faces and women with monkey legs.

I know a man who decided he wanted a full beard, so he shaved three times a day without fail. It worked for him!
When he's tired of his beard and shaves it off, it only takes a month to get fullness back.

i do no longer imagine of so. surely shave about each 2-3 weeks. yet do no longer shave too plenty. do no longer wanna decrease your self. no longer shaving can placed across about pimples or pimples from the facial hair. So, wash your face about 2-3 circumstances an afternoon. want I helped.
