typically if you are driving in a funeral procession, you turn on your headlights to let people know you are a part of the procession.
i guess in this case it's just a way to maybe commemorate those who died that day.
that's my guess.

On days which are significantly memorable, especially for a loss of life, some advocate having our headlights on all day long to show that we too are remembering.
12/7 for the attack on Pearl Harbor 12/7/1941
9/11 for the attack on NY, Washington, and Flight 93 on 9/11/2001
We do not do a good job of showing our unity here in the U.S.A. We did right after 9/11 [flags everywhere] but that has faded.
Some have lost the sense of urgency which terrorism requires.
My supervisor wanted me to take things off my desk which reminded others of 9/11 in November 2001. She thought it was time to "move on."
People do not understand that the threat of terrorism is not Terrorists versus U.S.A. but Terrorists versus Western Civilization.
WE must stand united. WE must fight them wherever they are.
AND
WE MUST NOT FORGET 9/11.

Driving with headlights on is just another way of expressing remembrance for those innocents who died on 9/11/01. Not everyone has a car, not everyone has a flag, so there are bound to be other forms of expression too.

I think IMO it's just one of those things someone thought of and sent around in emails. I'd gotten the email about flying the flag, but haven't heard of the one about the headlights.

I would guess it would be like a funeral. Because when you are going to a cemetary after the service you drive with your headlights on.

My honest guess is that it is symbolism for what happened that day: The ash, smoke, etc. was OVERWHELMING, so people on the strrets were turning on their headlights to try and help with visibility.
