the wicked are like troubled sea when it can not rest. whose waters cast up mire and dirt

Sea, or water/s = people, nations, tongues/languages/etc. Troubled = wars/civil unrest/etc.
This is/can be both civil and religious upheaval.

He says they ROCK! Did you see them at the Garden?! I mean, did you really see and hear them?! They were AWESOME! And God knows a good thing when he hears it too.
