Any time and especially celebrations.

I think it makes a great aperitif before dinner. And Champagne is a good wine with food. Indeed, I enjoy it with Fish and Chips, and I try to have Champagne at least once a week.

Lilly Bollinger of the Bollinger Champagne house is quoted as saying

"I drink champagne when I'm happy, and when I'm sad. Sometimes I drink it when I'm alone. When I have company I consider it obligatory. I trifle with it if I'm not hungry and drink it when I am. Otherwise I never touch it – unless I'm thirsty."

Better champagne for better occassions. I enjoy Sunday morning mimosas, which do not require a better brand. It is also served at social gatherings, not necessarily a celebration. I say if you want it now, have no shame, go get it!

It's customarily drunk to celebrate special occasions, but doesn't have to be. Remember how the stores fill up with cases of champagne around the holidays, especially New Years'?

Drink special champagne on special occasions and ordinary champagne on ordinary occasions -like lunch.
Just remember once you open the bottle it must all be consumed in a short period of time.

Yes to both, though it of course is more well known as an "occassion" drink, I know many people who just enjoy it.

I love my bubbly (Mumms!), and it's saved for special occasions. But if I was at a random party and somebody offered me bubbly, I wouldn't turn it down!
