No foil -

Only use foil when the skin is getting too brown before the bird is done.

It depends, a roasting chichen 3-5 lbs you would want to cover it and then the last 20 minutes of cooking uncover it to let the skin brown. A smaller fryer chicken can be cooked uncovered, cook it at a higher temp. for shorter time.

I don't cover mine until I see it as crispy and browned as I want it, then I tent it loosely with foil to prevent burning during the final minutes. And it's a lot easier to baste it with no foil on it.

That's actually a very good idea. The foil will keep it from getting too dried out.

No.
You roast a chicken without foil.
You may roast one in a paper bag, but please dont try this till you have read thoroughly about the process, or have more experience.
You will want the skin to brown and it will not do so if covered with foil.
Cook till 180º in the thickest part of the leg. (or untill juices run out colorless)
Good luck

It is good to coever as everyone said, then take it off to baste and crisp up your skin, this is good technique too, if you ahve put veggies and poatoes to raost around it, Butter your top, and it wil get nice and golden, tinfoil wil kepp moisture in and it will look like u steamed your poor bird. you can always do what they do for picture taking, LOL, take a blow torch to make it look perfect, but it woudlnt be atsty lol.
