I think the best way to for to have a date with your girl is to invite also her mom. In this way, she will know that you really respect her decision on not allowing the two of you to go out (at least not yet) on your own. Moreover, this can also show to her mother that your intention of having a date with her daughter is not what she is thinking.

Ifyou are allowed to go walking, then one day you should scope out a nice grassy area and have a cute old-fashioned picnic. The girl will find it so romantic and the mom will think that you are just out walking.

how about a group outing with some other friends- bowling; movies; mini-golf
make sure you are respectful to her mother ; go & visit your g/f at her place so that her mother can get to know you
her mother may be more prepared to let your g/f go out in a group situation ( safety in numbers) if/when you do go out make sure that your g/f is home at the time set - preferrably a bit early
also it is NOT necessarily about you; but could be about the mother being anxious about her child growing up

To the park, to a coffee shop, to the movies, etc. Go to a museum, or the mall.

at 13 the proper ingredient you may want to do is be her pal. u r no longer previous sufficient to date except in a set placing. take ur time attending to understand her, her kin and make friends at the same time with her mom.
