How old are you? I'm 13 and I am currently trying to excercise my arms. My parents bought me some 2 kg weights that I use every other day to excercise my arms. Here are two excercises I do.
(triceps) firmly grip one weight with both hands. Position your hands so that they are behind your head. lift up slowly till its a couple inches over your head. Slowly lower, repeat as many as you can, these things are killer I started with 50 and I increase by 5 every other day.
biceps- stand up straight and bring your arm as close to your side as possible. grip weight in one hand, and bend your arm so the angle that your upper and lower arm makes is a perfect 90 degrees. Slowly bend your elbow and lift weight to your shoulder, now slowly lower, try and do for 15 mins at first and increase a little every other day.

Surprisingly the same exercises that are good for guys also work for girls and most times even quicker! The muscles of the arms like the triceps on the back of the arms become tighter and more toned when stimulated through exercise - and to get the best results you should lift heavy resistance, either in the form of weights or your own body.
Don't worry - you won't get huge arms by lifting heavy things - quite the opposite - the muscles will become tighter and more closely knit, creating tight, toned sculpted arms.
I work with many girls as a personal trainer and believe me this is an area I do a lot of work with ;-)

Using dumbbells, or as someone above suggested, cans of veggies, put your arms out to each side and start by making small circles with your arms, rotating wider and wider into larger circles until you are making the widest rotation possible, then change direction and go from large circles to small ones. This is a good way to condition the arms. I've heard it's what Jennifer Anniston does.

the best exercise to tone over all , is SKIPPING... its extremely effective, I Have a problem of heavy arms, but my over all body is fine, so skipping will help :). Start from 50 jumps then take it to 200. Not more then that , as my trainer said that too much skipping has adverse effects on the lower body .

I have a good exercise you, you alternating arms depending on the duration of the exercise, which is determined by a second individual. You can decrease the time by limiting your clothing.
