All the answers mentioned below are incorrect. The fact is,the original colour of Rice is Red (after it is dehusked). Due to modern needs, the rice is polished and hence it gets a white colour. Now boiled red rice means that the rice is first par boiled, with the husk and dried. Later the husk is removed. This is a practice in Southern states of India. Red rice is the healthiest form of rice and is widely available in Kerala (where it is still consumed) and other Southern states in India. Boiled red rice takes twice the time to cook, compared to normal rice and is rich in nutrients. Consuming a helping of Red boiled rice keeps your stomach full for longer, thereby helping in weight reduction.

There are two ways to interpret your question. Are you looking for the description of the red rice (Japonica Variety) or a southern recipe for "red rice"? The recipe uses long-grain white rice and tomatoes.

Bhutanese Japonica Red rice is a medium-grain rice grown in Bhutan in the Himalayas. When it is cooked, the rice is soft, pinkish, and slightly sticky.

Cook it as you would any other rice, include seasonings if you like, but it will cook faster than brown rice.

If you are looking for a "red rice" southern recipe, here is one.

Red Rice

1 cup rice
3 tablespoons bacon drippings or vegetable oil
1 onion, chopped, or 5 scallions,
chopped, including green part
1 clove garlic, minced
2 cups hot water
1 (8 ounce) can tomato sauce
Salt, to taste
3 teaspoons chili powder
1/2 teaspoon cumin
Pinch of Mexican oregano
2 beef or chicken bouillon cubes

Pour hot water over rice and let it stand for about 15 minutes. Drain the rice and rinse it well in cold water. Shake the sieve and let the rice drain for a while. Shake the rice to remove any excess water.

In a heavy skillet, brown rice in bacon drippings or oil over low heat. Add remaining ingredients, reduce heat, cover tightly and cook for 20 to 25 minutes. You may use any mix of the spices you like best.

Good Luck!
