It is a discharge from the Naval Reserves. It happened sixteen years ago and I really want to have my record cleared.

you have to be able to prove that it was given in error.
Going to be tough to do at this stage.. you should have fought it 16 years ago.

You are not stuck with it....as another person stated.
#1 The governor of your state can have this upgraded. The exact route you'll need to take, I am unsure of. I fortunatly had a contact with our Lt. Gov, which expedited mine.
#2 Whether he chooses to or not will be based on your charactor. Have you been a good person...IE no legal/criminal problems, taken care of your family, dependable worker, etc
#3 Be prepared to provide charactor references....good

See below.... Yes your Governor can upgrade your discharge. THIS IS A FACT. Do not let the naysayers mislead you. They DO NOT know the circumstances of your discharge. It has nothing to do with National Guard or Regulars. Unless the regs have been changed (they have not).
Many people, myself included, took an OTH to expedite discharge, rather than allow the system to jeopardize the lives of family in imminent danger.

The best thing to do is to go to your local VA Representative. They can be located at the County court house (most of the time). Depending on the reason of your discharge, you can have it changed. You will receive a DD 215 if it's changed. Good luck.

Contrary to the last statement... your Governor can't do anything... this isn't the Natl Guard... Only the Board for Correction of Naval Records (BCNR) can change your character of service... and less than 1% have ever been changed...
so..... I thiink the OTH is permanent... 20 years ago shouldn't affect anything except that you know about it.....

Really don't see that happening... once they give you a discharge (even 16 years ago) I highly doubt this can change.
