tell her to seek medical advice,free advice from clinics, if money is limited,better to get treatment than continue and cause severe medical problems to herself or others whom she comes in contact with.

I would defiantely say that she needs to get to the doctor and find out NOW! Sometimes if caught in time, there can be a cure.

They could be herpes blisters, but they don't itch, they hurt. If they are herpes blisters, and she is breaking them by stratching them, she's going to spread the infection and have more break outs.

she probably has HPV (Human papillomavirus better know as herpes) she will need to seek medical attention
and not be sexually active until she does so
